The end of the cold war in the early 1990s, the rise of terrorism as a global threat as well as other issues such as drug smuggling have brought about a redefinition of defence and security roles in many nations and a paradigm change in technology requirements. There is increasing focus on monitoring, detecting and identifying targets of interest on, below and above the ocean and at increasingly greater distance before they present a serious threat. 

Emphasis has also been placed on more cost-effective approaches to defence and security systems such as modular design, increasing use of simulation, intelligent systems and remote sensing using a variety of surface, underwater and aerial platforms.
