Lifeboat Drill Training Found Unsatisfactory from CIC

[St. John’s, NL, January 18, 2010] From September 1st to November 30th, 2009, the

Tokyo MoU and Paris MoU jointly launched the Concentrated Inspection Campaign (CIC)

focusing on lifeboat‐launching arrangements. The CIC aimed to enforce the new LSA

Code on Chapter III concerning lifeboat launching arrangements, service and

maintenance records and documentation of lifeboat release systems.

The Paris MoU conducted over 5,700 inspections resulting in over 2,100 deficiencies.

While the Tokyo MoU has not released the results of inspections conducted to date, the

general notion is that results will mirror those found with the Paris MoU.

The biggest area of concern was found in lifeboat launching appliances and training of

on board personnel during launching drills. CIC‐related deficiencies showed one in five

inspections were unsatisfactory, resulting in over 240 detentions.

Lloyd’ List also reported on the CIC findings, citing that the “ultitude of different

lifeboat release hooks being used on board ships”were the main cause of lack of

understanding and training of lifeboat launching appliances. A press release issued by
